Preference Documents EUR1 and A.TR

Chamber International is authorised to issue EUR1 and A.TR1 certificates on behalf of HM Revenue & Customs.

What is an EUR1?

CertificateAn EUR1 is a certificate more commonly known as a movement certificate, which enables importers in certain countries to import goods under ‘preference’, which means that your customer pays a lower or nil rate of import duty on your goods.  You must make a declaration on the form that your goods satisfy the rules of origin as detailed in Customs Notice 832 (Mexico), 829 (Syria) and 828 (the remainder of the preference giving countries).  These rules are reciprocal, i.e. they also apply to goods being imported into the EC under preference.

Where can I get supplies of forms?

Chamber International on 0845 034 7200.  Forms can be collected free of charge (parking is available at the Chamber (click here for a map)), an administration charge of £5.00* plus VAT is made, and must be prepaid, if you require forms posting. 

 *£3.00 plus VAT for members of Bradford, Leeds, York or North Yorkshire Chamber and can be charged to your account.

How do I complete an EUR1?

Please refer to Customs Notice 827, Section 11.

What supporting documents does Chamber International require in order to endorse my certificate?

We will need a copy of your commercial invoice, payment of the fees (for members of Leeds, Bradford, York & North Yorkshire Chamber, this can be charged to your account) and an SAE if documents are required to be returned by post.

Can I apply for an EUR1 after shipment?

Yes.  You can apply for a retrospective EUR1, please refer to Customs Notice 827, Section 3.11 for further details.

What if I lose my EUR1?

You can apply for a duplicate EUR1 which must be exactly the same as the original.  Please refer to Customs Notice 827, Section 3.10 for further information.

What is an A.TR?

An A.TR document enables goods to qualify for tariff preferences on imports and exports between the EC and Turkey.  Comprehensive information on A.TR’s can be found in Customs Notice 812.

Goods which can normally qualify for preference are:

  • Industrial products: goods which originate in, or are in free circulation in either the European Community or Turkey.  

  • Agricultural products: most agricultural products qualify for preference only if they originate in the European Community or Turkey.  Further information can be found in Customs Notice 812, Section 5.

  • European Coal and Steel Community (ECSC) Products: ECSC products qualify for preference only if they originate in the European Community or Turkey.  Further information can be found in Customs Notice 812, Section 4.7.

*A copy of the Customs Entry is normally obtainable from your freight forwarder.

Can I apply for an A.TR after shipment?

Yes.  You can apply for a retrospective A.TR, please refer to Customs Notice 812, Section 4.9 for further details.

What if I lose my A.TR?
